The Electronic Pharmacy Regulations 2026 and NEPP

The platform
The National Electronic Pharmacy Platform (NEPP) is the national platform for regulated online pharmacy activity in Nigeria. The Electronic Pharmacy Regulations 2026 require every online pharmacy operator and every aggregator to be legally and technically integrated into it.
Electronic Pharmaceutical Service Provider (EPSP)
An EPSP operates an online pharmacy channel that receives, processes or dispenses medicines. An EPSP holds a PCN license, operates registered premises, and works under a named superintendent pharmacist registered with the Pharmacy Council of Nigeria.
Electronic Pharmacy Aggregator (EPA)
An EPA lists, markets or routes pharmaceutical orders on behalf of one or more EPSPs. An EPA carries the same integration obligation and additionally holds a data protection registration reference with the Nigeria Data Protection Commission.
Professional identity
Pharmacists are registered with the PCN. Prescribers are registered with the MDCN or another recognised licensing body. Participant records carry these registration numbers so that dispensing and prescription verification can be traced to a licensed professional.
Traceability
Product movement and dispensing events are reported so that medicines can be traced through the supply chain. MedRail models these as traceability events on the rail.
